I think it's because it's the first appearance of him. It's probably what many people, like myself who read comics in the 90s, remember most from the Clone Saga.

Yeah that hard plastic stuff worked good with previous less articulates Scarlet Spidey, but it might be hard to make it look good with implementation of butterfly shoulders and additional torso cut, I mean it could work in theory but potentially would make it look ugly. That's why I'm personally leaning towards soft plastic overlay like MU version had but that also has some issues, like how soft is plastic itself, can it accommodate all the range of motion without ripping or/and disintegrating in the long run.

Yeah, it should have been. Though for a new Scarlet Spider, they should have a scruffy Ben, since he didn't go blonde until he became Spider-man
