Here is how he describes the making of this figure:

"One of my favorite minis- back when Marvel could put a good Vs. story together without making it a year long event that involved every single title they publish.

The Soviet Super-Soldiers:
protectors of the Soviet peoples; allied with the Crimson Dynamo, agent of the K.G.B.; and consumed with the need for retribution against the man who might one day destroy the Motherland.
