I believe it indicates that BBTS knows it has a high cancellation rate and they are trying to be fair to people who are waiting for the item rather than reward people who just happened to refresh the page at the right moment. I don't think it indicates a restock from the manufacturer so much as BBTS knowing some number will become available again from their own stock.
Also, as Satam pointed out, some people were gaming the ship within 90 days rule by cancelling and immediately reordering.

This is great news. Back in the day I used to waitlist order from Hobbylink Japan for out of print kits. Sometimes I would be waiting a couple of years but I got several hard to find kits that way.
