No, he doesn't. His ongoing series ended in December, with issue #16. Since then, Sam Wilson currently has a five-issue mini-series, featuring Red Hulk, (Big surprise there, right? Gotta make the comics resemble the MCU, to try to give the film some momentum. Yuck.) which carries Steve Rogers Legacy Numbering on its covers. Until this announcement was made yesterday, Steve Rogers was without a book of his own, and presumably would have been, until further notice. Even with this announcement, it's going to be a six month gap between his ongoing series, since this new book doesn't begin until July.

It's about damn time they finally announce a new series. It's ludicrous for Steve Rogers to not have a Captain America title of his own on the shelves. They gave Steve's Legacy Numbering to Sam Wilson (again) for a stupid mini-series that ties into the MCU. They took away his book, and they've also had him off of the Avengers roster for two years, now. Steve Rogers is not some D-list background character that should be sitting on the bench. Hopefully, this new book will carry his Legacy Numbers on the cover, as it should be, and they can finally tone down the Sam Wilson Cap stuff, now that his movie will soon be in the rear-view mirror.
Captain America was presumed KIA, he wouldn't need to "re-enlist". I'm always leery of these ret-cons (his first time meeting Dr. Doom) because they're rarely handled well and they tend to conflict with the established continuity. If they want to explore Cap's interactions after being thawed, they could address his brain damage (amnesia) issues (recall that when he and the Avengers first encountered the Sub-Mariner, neither recognized the other from their days as All Winners Squad), and no doubt how the then-current SHIELD/military would have been concentrating on replicating the Super Soldier Serum from Cap's blood, more than anything else.

Looking forward to a new writer. I've been getting the series, and there is some cool stuff going on, but overall I'm pretty bored with the story. The pace is slow. It's weird for a Cap title to pile up in my "to read" stack, and I think I'm about 4 or 5 back with it. So a fresh take will be welcome. Plus I feel like Chip is underrated. Him and Gerry Duggan. They come on a title with very little fanfare and almost always make it better imo.
