This Marvelous Custom was done by Dark Horse who has created custom 3.75" Marvel universe Namor 3rd edition figure.

Here is how he describes the making of this figure:

"Seems guys just love this figure. This is the third commission I've made of him. It's just a regular MU Namor sculpted and painted, with RoC Storm Shadow's collar.
Slightly different belt buckle on this one."
