It is exactly that version, without Mjolnir and without the gripping hand. I never have him holding Mjolnir in my display which is why Id rather have those alt hands, but I can manage without spending another 25 on this.
Well, after all these years I might finally get this Captain America.

Let me rephrase my message, because I think I see what tripped you up:It is the Upgraded Suit, but it's not the Upgraded Suit as it appeared in Far From Home.
Between Far From Home and No Way Home, they tweaked the design of the Upgraded Suit to streamline the belt area. This re-issue corresponds to the No Way Home version of the Upgraded Suit, but it's billed as a Far From Home figure.

Retailers aren't going to want something that doesn't move, regardless of how popular they were. This is the thing about MCU figures- they don't have a big bench, because they can only do so many movies over only so much time, so there's less to pull from.
There are also tons of comic figures that wind up being clearanced and gathering dust, as the Serpent Society members can attest. The big bench isn't as valuable when a significant chunk of it consists of characters the vast majority of people have never heard of. So the stores are going to continue to want big name characters or those tied to some sort of big media property. The fact that these do make it to store shelves while the last few comic BAF waves have been fan channel exclusives is rather telling in that regard, so it makes sense that they'd want the bigger names in rotation.
Again Spidey is done badly. No unmasked head, no complete sets of hands, no web design.
