It's the most likely.

It would be cool if the MCU could repeat the same formula and still put out awesome content these next ten years.

F4 being a "pillar" of the MCU they may want someone younger who could fill the role for quite sometime. Then again Richards isn't a jacked character so it would be an easier role to fill even as Krasinski ages.

At the time, well before the MCU became a thing, these were 2 of the best comic adaptations we had. And Julian McMahon could step back into the Dr. Doom role all over again. He had the look, the writing just wasn't there.
Never saw the Josh Trank re-imagining but from clips it was the dumpster fire we all heard it was. And for the love of God keep Miles Teller as far away from any future Marvel properties.
Moving forward the bar isn't set very high for the steep expectations Feige appears to be putting on the franchise. But in reality, since Endgame, the MCU isn't what it used to be.
Casting will be key. If they bring back John Krasinski they could be on the right track. He absolutely looked the part and I personally have been hoping to see him in the MCU since he lost out on the Steve Rogers role all those years ago.
No doubt Disney will wade through controversy with whomever they cast (for the XMen as well) but as long as (both) films ring true to the characters then the FF and XMen could return the MCU to greatness.

I had not heard of either of those two being rumored to be Doom.
If true, nothing like starting your big project in a huge hole

For me, this film will live or die depending on who they cast. It HAS TO BE done right. The previous iterations have all kinds of wrong about them.
