This Marvelous Custom was done by Darth Leon who has created a custom Goblin Queen figur. Here is how Leon describes the making of the figure.

"Here is Goblin Queen. She was made using a Danger Girl Natasha Kassle. I resculpted the entire torso as well as the boots and some hair. The dragon is from a McFarlane Dragon series. The base is from the danger girl figure and was painted to look like a lava field."
