This Marvelous Custom was done by Lowanbing who has created custom Caged Angels Thunderbolts figures.

Here is how he describes the making of these figures:

"Without a doubt my favorite arc of Thunderbolts was the Caged Angels storyline. the marvel legends style SpiderMan line gave us a perfect 'MONSTROUS' Venom (all I had to do was pop his Scorpion tail off) and the Marvel Universe Bullseye V.2 was another pre-made perfect fit. That left me with just seven figures to build for a complete team-

Caged Angels- Thunderbolts!
Songbird
Radioactive Man
Swordsman
Penance
Moonstone
Norman Osborn with his #1 go-getter Victoria Hand"
