In what way do they look the same? Or are you referring to the X-Force coloring scheme?
Any way, nope, not related. Deathlok debuted in 1974, set in a (then) futuristic 1990 post-apocalyptic world; he's basically a dead body that was reanimated with cybernetic parts. The first Deathlok was Col Luther Manning, but there have been others; the X-Force version is called Deathlok prime. If you ever get into some Marvel back issue comics, I highly encourage checking out Rich Buckler's 1974 run in Astonishing Tales (you'll laugh at how they thought the 90s would wind up).Frickin' great artist and a bit undersung,he also did a long run on Fantastic Four during the 70s as well. He also brought George Perez into the business. Dude was amazing; he's said to have drawn almost evert major character at Marvel and DC at one time or another.

Don't forget the retro Deadpool! His guns actually got some paint on them somehow.
This figure is by no means a world beater, but I do like it better than the original. Something about the color scheme just makes it look a lot cooler. The best thing is between this guy, the Agent Anti-Venom and Camo Punsher weget GUNS, GUNS, GUNS, and not a damn Nerf gun or that wonky looking Luger type gun in sight.
