Lego Spider-Man Noir has a fedora on the box but the example minifig appears to be wearing a cowboy hat.

On close inspection, yeah they all three are. Kinda weird since the sets also include Black Panther and Hawkeye, and the side illustrations use the promo art renders for the"generic" Avengers comic-inspired brand.
i may be wrong but im pretty sure the designs of these avengers mini figs at least cap iron man and thor are from the new avengers video game. iron man especially looks like hes from the game

I always liked that LEGO makes use of the "generic" Avengers comic-inspired brand. I wish Hasbro did more stuff based on it, like those basic figures from a while back they only released six of.
im not too impressed with these other than the spidey related minifigs, that's prolly a good thing though since im always trying to avoid that slippery and very expensive lego slope lol
