It was the shot heard ‘round the world. Following the most shocking and controversial event in comic book history – the assassination of Captain America in the pages of Captain America #25 – neither the heroes of the Marvel Universe nor the rest of the world have quite come to grips with this most traumatic of losses. From the moment he was taken from us until today, one fact has proven to be true: the world still needs Captain America. And now, the time has come! At long last, the legend, the hero, is back. Steve Rogers makes his triumphant return from the grave in the publishing event of the year: Captain America Reborn, a five part series from Marvel Comics beginning this July.
Long seen as the world’s greatest hero, Captain America made his first appearance in March, 1941, boldly fighting the Nazis in World War II. As a symbol of true patriotism, his popularity soared during the war as he became a nationally revered icon of US efforts to spread freedom around the globe. Serving as the Sentinel of Liberty for nearly 70 years, Cap embodied the spirit of the American people and became one of the world’s most beloved and recognizable characters. His death rocked the entire world, real and fictional, and his return from the grave promises to be a landmark event as well.
The recipient of two Eisner Awards for his tale about the life and death of Captain America, Ed Brubaker joins forces with acclaimed Ultimates artist Bryan Hitch for the landmark Captain America Reborn series. This partnership promises to produce the visually arresting, action packed story that fans around the world have been eagerly anticipating.
A story that captured international attention, Captain America #25 polarized shocked audiences by starkly depicting the murder the cultural icon. On that fateful day when shots rang out on the courthouse steps, Cap’s greatest enemy—the Red Skull-- achieved his greatest ambition—or so it seemed. Since that time, the Marvel Universe has been in chaos, as as the Red Skull has worked towards his true endgame. But now there is a ray of hope in the form of Steve Rogers!
How can Steve Rogers return from the dead, and will his rebirth be enough to stop the global threat of his sworn enemy? Hitting shelves on July 1st, the special five part series Captain America Reborn finally reveals the true scope of the Red Skull’s nefarious plan, and begins Captain America’s triumphant return.

The cards were just made to be cool and have nothing really to do with anything else. Heck Tony isn't even head of SHIELD anymore (or for that fact there isn't a SHIELD either). If anything it was just a way to explain to kids why that Cap looked different.

I do not know if it has been discussed or if it is a possibility BUT the 3 3/4 Marvel Universe Captain Americas Top Secret file card says"From: Reed Richards
To: Tony Stark
RE: Project Flagpole
As you asked, I've read the proposal for Project Flagpole from your Contigencies Division. I feel I must urge you in no uncertain terms to ignore their suggestions.
Tony, this alternate-universe Captain America is, by all reports, very similar to our own. He's highly intelligent, loyal, and a model soldier & citizen; very much like our own Cap in almost every respect. The fact remains, however, he belongs to another world.
I know you know this, but the ethical problems outweigh the benefits of simply snatching a new Cap from another dimension. Steve was a good friend. I understand the urge to replace him. But this isn't the way.
Not sure if this has happened in the comic but most of MU figure files are update

Spoilers for Cap #600
In Cap #600 Sharon remembers shooting Cap differently and recalls that the gun she shot him with was a regular gun. She also remembers handing the gun off to someone and hunts him down to find the gun. After finding it she tell the Falcon that they can still find/save Cap. My only problem with all this is that the regular Cap title is going on hiatus while this mini is being published. I would rather have the regular title being published too so that we get some more Bucky/Cap stories before Steve's return.
I thought Quesada said he was dead for reals and was definitely not coming back
since cap comes back, who will die next????? lets bring the lists. i think the hulk is next or spidey, no i dont want spidey to die. i dont want a replacement for him.
actually spidey and hulk have died before. I can't remember the Hulk story but I do remember the "other" storyline being about spidey dying.
now that you say it, it is true. i remember a little bit about it. i think he just died for a briew moment and he fighted to get back on earth to save a kid or something like that. he wasnt dead for a year or two.
i am happy that steve comes back. hated how he died. i mean come on. he can escape from everything. he escaped from millions of bullets in worldwar two and then a sniper kicks his ass with one bullet. lame in my opinion. a hero of this size should die by saving the world for one last time. like superman did. bucky will never replace cap. nor does someone else replace batman, spiderman, hulk, wolverine or any other superhero i love. macking them is simply stupid. it seems lately that the comics just turn around how a hero dies. sometimes it is good but sometimes it is just boring.
He didn't die from the sniper's bullet, his girlfriend, who was brainwashed, shot him in the chest 3 times. Besides, he knew about the sniper riffle but he was in strength dampening restraints and still managed to push a cop out of the way so he wouldn't get shot.
what? hm i think i have to read civil war again. i dont remember that his girlfriend shot him. i remember about the cop saving do.

after reading the events that lead up to his death and how well thought out the story was, I think its too soon. But I think it will be a while before he becomes the Steve Rogers we were used to seeing. They hint at that on the site. Infact, I think by the time this all plays out won't they need someone to be the director of shield or whatever organization they deem to help protect earth???
