It features a newly developed head sculpt and hair sculpture with impressive likeness, carefully tailored costume with a genuine leather jacket to complete his striking look, interchangeable hands with bone claws and a pair of seamless forearms and clawed hands for Wolverine’s alternate styling.
The Deluxe Version includes a greatly detail diorama figure base that replicates the peculiar terrain of combat.

I think it's more likely that their licensing deal with Fox ended, while they kept their agreement with Disney. After the merger they surely renegotiated with Disney to start doing Fox properties again, and it may not have been finalized until recently.

As for the figure, It kinda looks skinny, Jackman was probably the most ripped he has been in that movie, if anything I would be happy if they gave us a shirtless option with a well sculpted anatomy.
